### Change Context

**Issue**: Cursor IDE rules were not applying with the original configuration

**Root Cause**:

- Empty `description:` field was unnecessary
|
|
- Empty `globs: []` field wasn't filtering anything
|

- Rules needed to be "Apply Manually" (manual chat reference)
|
|
|

**Solution**:
