* feat(manifest): unified skill scanner decoupled from legacy collectors Add collectSkills() that recursively walks module trees to discover type:skill directories anywhere, replacing the band-aid detection inside collectWorkflows(). Legacy collectors now skip claimed dirs. scanInstalledModules recognizes skill-only modules.
