## Issue Description

After testing BMAD Method in Cursor rules with the existing setup of the rule, it was noticed that it was not actually using the right prompt. The fix was to change to 'Apply Manually' so the rule `@<agent-name>` has to be referenced from the chat window, similar to what you do with Claude Code.

### Rationale

1. The `description:` field is empty and unused in Cursor rules
2. The `globs: []` field is an empty array that doesn't filter anything
3. These fields were preventing proper rule activation with "Apply Manually" mode
4. Removing them simplifies the rule configuration and ensures proper manual activation

## Impact Analysis

**Scope**: Minimal

- Single file modified
- Only 2 lines removed
- No new code added
- Cursor IDE rules configuration only

**Risk Level**: MINIMAL

- No API changes
- No dependency changes
- No behavior changes to core system
- Backward compatible
- Rules still function correctly, just with different activation method

- No database migrations required
- No configuration changes needed
- Users will need to reference rules via `@<agent-name>` in Cursor chat (as intended)
