feat(core): add inter-agent messenger for formal handoffs
- Add messenger-config.yaml with message types and routing rules
- Add send-message.xml and receive-message.xml tasks
- Add messenger.md documentation with usage examples
- Support handoff, review, clarify, escalate, notify, collaborate messages
