Make page folder creation a user choice after scenario outline
Instead of always creating all page folders, the post-scenario menu now offers: [N] next scenario, [S] scaffold all page folders, [D] create first page and design, [C] generate overview. Page folder structure uses NN.step-slug naming with Sketches/ subfolder. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

We now know the natural starting point (Q6) and what the user needs to accomplish there (Q8, step 1). Create the first page specification:

1. Take step 1 from the Shortest Path (Q8)

2. Create: `{output_folder}/C-UX-Scenarios/[NN-slug]/pages/[page-slug].md`

### Page Folder Structure
When creating page folders (via [S] or [D]), use this structure:
**Naming convention:** `{scenario-number}.{step-number}-{page-slug}` (e.g., `1.1-start-page`, `1.2-services`, `1.3-contact`)

The first page gets rich context from the 8-question dialog:
