refactor: replace 'invoke/run' with 'load and follow' in workflow prompts (#1570) 

- Replace "invoke the review task" with "load and follow the review task"
- Replace "run this step/task" with "load this step/task"
- Aligns with canonical phrasing from PR #1387

Closes #1378
