chore: bump version to 6.3.6-alpha.23

**Critical Enforcement Release**

All workflow failures from Epic 18 production testing addressed:
✅ Per-task checkbox verification with auto-fix retry
✅ Mandatory Dev Agent Record population
✅ ONE canonical filename format enforced
✅ Auto-rename legacy files
✅ Filename validation in workflow.xml
✅ Zero tolerance for unchecked tasks

All 352 tests passing. Ready for production use.
