Fix step file path in check-implementation-readiness workflow 

Add missing `steps/` subdirectory prefix to the first step reference
in workflow.md. The step files live in a `steps/` subdirectory but the
entry point was referencing `./step-01-document-discovery.md` instead
of `./steps/step-01-document-discovery.md`, causing a file-not-found
error on workflow initialization.

Closes #1615
