feat: Enhance bmad-orchestrator with foundation context capabilities
- Add 5 Phase 1 context dependencies (tasks + utils) - Update persona for basic context orchestration - Maintain rich orchestration structure under 180 lines - Enable context-aware agent coordination Related to BMAD Context Engineering Enhancement Phase 2.2
