chore: update comments to reference @clack/prompts instead of inquirer

- Update bmad-cli.js comment about CLI prompts
- Update config-collector.js JSDoc comments
- Rename inquirer variable to choiceUtils in ui.js
- Update JSDoc returns and calls documentation
