fix(workflows): correct broken step refs in create-architecture (#1734) 

Update 9 files that referenced the old path
bmm/workflows/3-solutioning/architecture/steps/ to the correct
bmm/workflows/3-solutioning/create-architecture/steps/ after the
directory was renamed.

Fixes #1625
