fix: correct relative path to prd-purpose.md in step-11-polish (#1497) 

The purposeFile reference uses ./data/prd-purpose.md but data/ is a
sibling of steps-c/, not a child. Corrected to ../data/prd-purpose.md.

Fixes #1495
